A story problem:
There are 12 Republicans and 12 Democrats on a committee.
The Democrats make amendments to a contract before a vote.
Twenty-one people vote on the contract.
The vote is 19-2, not to pass the contract.
Why is it the Republicans fault that it didn't pass?
